The most butane lighters, including dragon lighters, can be refilled using the following general steps:   
Purge any remaining fuel from the lighter by pressing the refill valve with a small tool, such as a screwdriver, until no more gas escapes.
Shake the butane canister well and insert the refill nozzle into the refill valve on the bottom of the lighter. 
Press down on the canister and hold it in place for 5-10 seconds, or until the lighter is full.   
Release the refill nozzle and allow the lighter to rest for a few minutes before using it.
